这个基金由生活在美国的幽燕族人成立。幽燕族人是生活在幽燕地区的人们，那里现在被中国人占领作为大家所知道的河北，北京，天津等地区。幽燕是东亚的天主教徒和教堂最为集中的地区，信仰氛围浓厚，自从中国共产党侵占了我们的祖国后，就开始不断摧毁我们的教堂，奴役我们的族人，阻止我们的对天主的信仰，但仍有拒不屈服的地下忠贞教会在顽强抵抗。因此我们成立这个基金的目的，就是要救助我们在中国受迫害的幽燕族人，以及保护我们族人可以有信仰的自由。
